Background:  I am a native of Phoenix; I have been married for 29 years and am a father of 4.  I have a Bachelors degree in Police Science and Law Enforcement Administration.  My position with the City is Administrative Manager for the Communications Bureau of the Police Department.

Accomplishments: I have been on the ASPTEA Board for the last 8 years, serving as a Director and Chief Representative.  I have represented numerous members on matters relating to grievances, PMG’s, discipline and ADA/EEO issues.  I have successfully overturned Not Met PMG’s, Civil Service Hearing Officer Findings, won grievances and financial settlements for our members.  I hold certifications from the City of Phoenix as a mediator and Cornell University as an Employee Advocate and Arbitrator.  I sit on the Phoenix Mayor’s Commission on Disability Issues and the North Gateway Village Planning Committee.  I strive to represent our membership with professionalism and integrity.  I am committed to the association and proud to represent our members.

Colleen Ostrander,Vice President Term of office 2018 -2019 Public Work


Background:  I have been a City of Phoenix Employee since June, 2000 which is also when I became an ASPTEA member.  I hired on at the City as the Building Facilities Superintendent for Public Works in the Downtown Facilities Management Division.  I was appointed to the ASPTEA Board of Directors in January 2006 and became Vice-President in December 2006.  I have a bachelor’s degree in General Studies with an emphasis in Finance and a Master’s of Public Administration from Western International University.  I come from a union family and belonged to the International Brotherhood of Electrical Workers from 1979 to 1989 just like my father and my grandfather before me.  I am married and have three adult children and two grandchildren.

Organizational Roles:  I serve as the Chairperson of the Wage and Benefit Committee, Mike Cusimano Educational Award Committee and the Holiday Party Committee.  I serve as ASPTEA’s representative on the Health Care Taskforce and coordinate member correspondence and membership activities.

I have been employed with the City of Phoenix in Public Works and the Water Department at various levels of leadership for fifteen years. My passion for Organized Labor began when I started working for Mobile Oil Corporation, and after an illustrious career with the company which culminated my knowledge of large scale labor processes and employee affairs; I was fortunate to become an employee with the City of Phoenix soon after moving to Arizona almost twenty years ago. As an employee of one of the country’s fastest growing cities, I have been able to obtain a strong understanding of Polices, Administrative Regulation and our MOA that gives members of ASPTEA the confidence in knowing their cases are being handled by someone with experience.


Since being appointed by the members, I have applied my years of negotiation skills to over-turn Discipline, Not Met PMG Demotions with reinstatement’s, and I am involved with working collaboratively with the City Manager’s office to work on best practices when dealing with discrimination, civil treatment, and EOD & EEOC complaints. Currently, I sit on a task force responsible for reviewing Prop 206 BE Time, the Health Care Task Force and Labor Management Committee.

My Mission:

With our contract getting ready to expire soon, I am looking forward as your  Chief Representative along with the Board to negotiate a strong Contract that is fair and equitable to all of our hard working and deserving members. Also, my plan is to help sustain efforts on building increased membership, which will expand our presence and our ability to be heard.

Beth Benning Secretary Term of office 2018-2019 streets Department

I am a second generation Arizonian. I have served on my neighborhood association, my local school board as PTO President and the Citizen’s Advisory Council prior to joining the City of Phoenix.  I know the value of being actively involved in our community.  I have worked for the City since 1988 starting as a Records Clerk II in the Engineering Department.  I currently work as an Administrative Assistant II in Street Transportation Department.  I support a Deputy Director and oversee a public service counter and a records center.  I am the Records Control Officer for my division. I currently supervise staff and provide records management.  I assist City employees with resume review and mock interview training.  I have spoken at City Council meetings on protecting our pension, knocked on doors to educate voters about Prop 487 and served on the Negotiations Committee. 


Accomplishments:  I recently completed the Arbitrator Certificate program through the ILR Schiemman Institute School on Conflict Management at Cornell University.  One of my proudest accomplishments is the success of the EASI imaging system which I helped design and implement.  This imaging application is being used by 12 City departments.  I am a member of COPMEA and IAAP (International Association of Administrative Professionals) and former member of AIIM and ARMA, both records management associations. I am proud to serve ASPTEA Board of Directors as the Secretary where my responsibilities will be to support the Association, prepare meeting minutes and integrate digital records management practices at the ASPTEA office.

David Nieto Jr Treasurer Term of office 2017-2018 Streets Transportation Department


Background:  Native Phoenician, married with two children. Associates Degree from Phoenix College 1988, Bachelors of Science Degree from Arizona State University 1991 majoring in Management.  Departments worked in include: Development Services, Water Services, Street Transportation and currently working in Engineering and Architectural Services as a Principal Engineering Technician.

I currently serve on the Deferred Compensation and Post Employee Health Plan Board. Prior board of trustee on the COPERS Board from 2015 to 2017. I have been on the board of ASPTEA since2001.

Lisa Huggins-Hubbard, Director, NSD- Term of office 2018-2019

Background: I have been with the City of Phoenix since 1998 and have been active in ASPTEA for over 20 years. I hold a Master of Business Administration degree and a Bachelor of Science in Management degree from the University of Phoenix. I have earned the designation of CPM (Certified Public Manager) through Arizona State University. I earned a certificate in Human Resource Management from University of Phoenix. I am a member of COPMEA, ASPA, and AAAE. I chaired the citywide CSFD campaign in 2006 where employees raised $1.46 million for United Way and other human service organizations.


I have worked at City Clerk, Human Services, Municipal Court, and now am at Aviation as an Administrative Assistant I in the Design and Construction Services Division, Cost Controls Section.


I am originally from the Chicago area, moving to Phoenix in 1994. In my spare time I am an avid photographer and enjoy trips to Sedona and the Grand Canyon. I am a Chicago Bears fan and Phoenix Suns season ticket holder, serving on the Phoenix Suns Sixth Man Advisory Board for over 2 years.

Neighborhood Services Department


Background: During my employment I have worked in EAS , as Contracts Administrator and currently working at Neighborhood Services Department as Project Manager for the Community Development Block Grant Program. I also served 10 years on the Arizona Supreme Court Foster Review Board, I am a Valley Leadership and Valle Del Sol Leadership graduate.  I am a Past President of the Phoenix Hispanic Network and served for 2 years.  Served as Vice President & President of my homeowners association. I have 1 year of Law school at the Southern California University for Professional Studies and worked part time as a paralegal for over 22 years. I have a Masters of Business Administration from Western International University and am a certified bilingual mediator.  I have been involved with ASPTEA for over 18 years.
