Background: I am a native of Phoenix; I have been married for 29 years and am a father of 4. I have a Bachelors degree in Police Science and Law Enforcement Administration. My position with the City is Administrative Manager for the Communications Bureau of the Police Department.

Accomplishments: I have been on the ASPTEA Board for the last 8 years, serving as a Director and Chief Representative. I have represented numerous members on matters relating to grievances, PMG’s, discipline and ADA/EEO issues. I have successfully overturned Not Met PMG’s, Civil Service Hearing Officer Findings, won grievances and financial settlements for our members. I hold certifications from the City of Phoenix as a mediator and Cornell University as an Employee Advocate and Arbitrator. I sit on the Phoenix Mayor’s Commission on Disability Issues and the North Gateway Village Planning Committee. I strive to represent our membership with professionalism and integrity. I am committed to the association and proud to represent our members.

Colleen Ostrander,Vice President Term of office 2018 -2019 Public Work
Hi, my name is Colleen Ostrander and I am the Vice-President of ASPTEA. I have a rich employment history including being one of the first women to complete an electrical apprenticeship with the International Brotherhood of Electrical workers in 1983. I am a third generation electrician and union worker. I have worked for three of the largest companies in the world including the Bechtel Corporation (as an electrician, foreman and field engineer) at the Palo Verde Nuclear Plant; a maintenance electrician, supervisor and project manager at Motorola/On Semiconductor and the City of Phoenix. I hold an AAS in Construction Electricity from Rio Salado CC, a BA in General Studies from Western International University (with an emphasis in Finance) and an Masters in Public Administration also from Western International University.
I was hired by Public Works as the Downtown Facilities Management Division’s Building Facilities Superintendent on June 12, 2000. I joined ASPTEA immediately and became actively involved right away serving on the Wage and Benefit Survey committee (2 of them) and the By-Laws and Constitution committee. I was appointed to the Board of Directors in the spring of 2006 and was subsequently appointed to my current capacity as Vice-President in November 2006 when both the President and Vice-President retired on the same day.
I have served as ASPTEA’s representative on the Health Care Task force since 2006. ASPTEA led the way for the upgraded implant coverage for the Dental Insurance as well as for the zero percent medical premium increase for the 2019 plan year. As part of the task force, I have campaigned diligently to restore affordable health care coverage for retirees, both for pre-medicare and medicare. These benefits will be restored and available to City of Phoenix retirees again on January 1, 2019.
I have assisted in the negotiating of six contracts, including the ones during the concessions we’ve been under since 2010. I was instrumental in saving lump sum longevity for those who qualified during the recession and also assisted Unit 3 in their negotiations to preserve this benefit.
During the lean years and the Goldwater Institute’s lawsuit relating to release time, I voluntarily returned to Public Works. I enjoyed this time back in the field with my proudest accomplishment being the reinstatement of the Electrical Apprenticeship Program.

Background: I have been employed with the City of Phoenix for over sixteen years with in the Streets Department, Public Works and the Water Department at various levels of leadership. My passion for Organized Labor began with the Teamsters at the age of eighteen, forty years later my knowledge of large scale labor processes and employee affairs have been an added negotiation tool that I use daily within the City of Phoenix. As an employee of one of the country’s fastest growing cities, I have been able to obtain a strong understanding of our Policies, Administrative Regulation, Personal Rules and our MOA that gives members of ASPTEA the confidence in knowing their cases are being handled by someone with experience.
Accomplishments: I have been part of ASPTEA for over twelve years’ as a member and now the Chief Representative. For the last two years I have applied my years of negotiation skills to over-turn Discipline with reduced outcomes and I have overturned Not Met PMG to an overall Met. Daily, I meet with Human Resources within various departments to have a positive outcome for ADA placement and to build relationships between employees and department Administrators for a positive work environment. I have collaborative with the Mayor’s office and City Manager’s office to work on best practices when dealing with discrimination, civil treatment, and EOD & EEOC complaints. I sit on a task force responsible for reviewing Prop 206 (BE Time), co-chair on the Health Care Task Force and I am part of the Labor Management Committee which is responsible for a side agreement allowing seniority bidding for all shift differential and weekend differential employees and the three tardy leave rule .
My Mission: With our contract getting ready to expire soon, I am looking forward as your Chief Representative along with the Board to negotiate a strong Contract that is fair and equitable to all of our hard working and deserving members. Also, my plan is to help sustain efforts on building increased membership, which will expand our presence and our ability to be heard.
Beth Benning Secretary Term of office 2018-2019 streets Department
Background: I am a second generation Arizonian. I have served on my neighborhood association, my local school board as PTO President and the Citizen’s Advisory Council prior to joining the City of Phoenix. I know the value of being actively involved in our community. I have worked for the City since 1988 starting as a Records Clerk II in the Engineering Department. I currently work as an Administrative Assistant II in Street Transportation Department. I support a Deputy Director and oversee a public service counter and a records center. I am the Records Control Officer for my division. I currently supervise staff and provide records management. I assist City employees with resume review and mock interview training. I have spoken at City Council meetings on protecting our pension, knocked on doors to educate voters about Prop 487 and served on the Negotiations Committee.
Accomplishments: I recently completed the Arbitrator Certificate program through the ILR Schiemman Institute School on Conflict Management at Cornell University. One of my proudest accomplishments is the success of the EASI imaging system which I helped design and implement. This imaging application is being used by 12 City departments. I am a member of COPMEA and IAAP (International Association of Administrative Professionals) and former member of AIIM and ARMA, both records management associations. I am proud to serve ASPTEA Board of Directors as the Secretary where my responsibilities will be to support the Association, prepare meeting minutes and integrate digital records management practices at the ASPTEA office.

David Nieto Jr Treasurer Term of office 2017-2018 Streets Transportation Department
Background: Native Phoenician, married with two children. Associates Degree from Phoenix College 1988, Bachelors of Science Degree from Arizona State University 1991 majoring in Management. Departments worked in include: Development Services, Water Services, Street Transportation and currently working in Engineering and Architectural Services as a Principal Engineering Technician.
I currently serve on the Deferred Compensation and Post Employee Health Plan Board. Prior board of trustee on the COPERS Board from 2015 to 2017. I have been on the board of ASPTEA since2001.

Lisa Huggins-Hubbard, Director, NSD- Term of office 2018-2019

I currently work in the Aviation Department as an Administrative Assistant I in the Design and Construction Services Division, Project Controls Section. I have worked at City Clerk, Human Services, Municipal Court, and have 20 years of experience as a city of Phoenix employee.
I have been active in ASPTEA for over 20 years. I hold a Master of Business Administration degree (Public Administration Concentration) and a Bachelor of Science in Management degree from the University of Phoenix. I have earned the designation of CPM (Certified Public Manager) through Arizona State University. I earned a certificate in Human Resource Management from University of Phoenix. I am a member of COPMEA. I am trained in Interest-Based Negotiations. I have represented Unit 7 employees in fair treatment issues and attended NOI meetings in support of members. I chaired the citywide CSFD campaign in 2006 where employees raised $1.46 million for United Way and other human service organizations.
GOALS AS AN ASPTEA OFFICER OR DIRECTOR:
I am currently serving my second term as a member of the Board of Directors of ASPTEA I participated in the last contract negotiations, and bring a wealth of experience to the table to ensure we get our fair share of compensation and benefits. I currently participate in the Labor/Management monthly meetings where we bring fairness issues and policy changes for discussion, approval by the City Manager, and, more importantly, action to you to really enforce change.

Background: During my employment I have worked in EAS , as Contracts Administrator and currently working at Neighborhood Services Department as Project Manager for the Community Development Block Grant Program. I also served 10 years on the Arizona Supreme Court Foster Review Board, I am a Valley Leadership and Valle Del Sol Leadership graduate. I am a Past President of the Phoenix Hispanic Network and served for 2 years. Served as Vice President & President of my homeowners association. I have 1 year of Law school at the Southern California University for Professional Studies and worked part time as a paralegal for over 22 years. I have a Masters of Business Administration from Western International University and am a certified bilingual mediator. I have been involved with ASPTEA for over 18 years.
